Probably not, MJD's last estimate was 7m (before the CSPC stuff).

There are definitely artists missing though, a few months ago I made this list of albums likely over 15m :

She is a great album seller and her artycle is from before the great beautiful trauma wolrd tour, wich was the biggest female tour from the last decade, so i would love to see the increase in her sales from that tour. I noticed the #50 act in the all-time list is at 97m, which I think is another reason to prioritize the 100m+ selling acts, to complete that top 50.

One way to do that would be to increase the "weight" of someone like Sinatra, if I understand correctly "2" means 50m+, "3" 65m+ and "4" 90m+, so considering that Sinatra's total might be 200m maybe his weight should be 5 or 6 ?
