Billboard doesn't consider that Fearless is a new album, or that "it makes sense". Billboard publishes a chart for the music industry, financed by them. Labels pay them to know how their own releases are performing. As soon as the two versions of Fearless aren't released by the same label, they were going to be listed seperately, it's as simple as this. That's nothing more than a technicality. Also, just because the Billboard does something it doesn't make it "official" or the "rule". There are countless of official music industry organizations, each with their own rules.
As Martin correctly explained, the content of the album is the content of a deluxe release, e.g. the original songs plus some more. The title itself says this is a new version of Fearless, not a new album. The aim of Taylor herself is to replace the former Fearless version. For all these reasons, arguying these are two independent releases makes little sense.
By the way, when I decided to put the new version under the 2008 list, it was actually because it was fairer to compare its streams with other legacy album rather than with real new albums. I though its results were extraordinary and putting it against fresh new music would undervalue its performances. If someone says to you that Zara Larsson's Poster Girl is a more successful streaming album than Fearless (Taylor's version) I'm sure you'll instantly say "nonsense, it's not comparable!". Thus, I feel it's kinda funny to see her fans going mad because of this decision.
I do consider it a "new album" but you explained your position very well. I appreciate it. It escapes me what i said that made me come across as a, "fan going mad" but anyway, thank you for explaining! And no, if someone would say Poster Girl is a more successful streaming album i wouldn't say that. It would make sense why it is a more successful streaming album if you understand how streams work!

The new version of Dangerous Woman include two new songs, but 'Focus' isn't there unlike on the version that is displayed here, and Focus has much more streams than Step On Up and Jason's Song, so it remains the strongest one!
About Ellie, it will replace the former edition of Halcyon inside the 2012 ranking from tonight.

hey can you add CALL ME IF YOU GET LOST by Tyler The Creator to the 2021 list? it has more than 241 millions streams
Only the top 500 of the most streamed albums of all time are here...The 500th has over 1.1B streams so "Walls" by Louis Tomlison will not be added if it didn't reach this...
Both Call Me If You Get Lost and Inside (The Songs) by Bo Burnham have more streams than Scaled and Icy and why does the 2021 list stop at 48 and not go up to 50??
