Hi Janet!

The IFPI simply merges yearly top shipped albums from reporting labels. In Gaga's case, numbers were reported by Universal Vivendi.

You can check their annual report
2011 - shows Born This Way for 2011 as their top seller at 6.8 million
2012 - shows Born This Way for 2011 as their top seller at 5.9 million

As you can see, BTW sales "dropped" by 900k a year later, because units shipped in 2011 were returned in 2012.

In 2014, Universal Vivendi report moved from publishing the top 10 pure album sales to their top 10 equivalent units for artists, so we haven't got an official revised figure published.

Yet, considering national sales figures it's very clear the album hasn't got even close to 2.3 million pure sales in 2013. It scanned 589,000 units in the US, 164,000 in the UK, 133,000 in Japan, a total of 886,000 in the 3 markets that are far and away its strongest ones.

The figure published on 2014 report also support it as it shows 'only' 4.0 million equivalent album sales for the entire Gaga catalog, and she was selling digital singles like hot cakes back then and decent numbers with her catalog albums and music videos.

Those are digital and physical sales only. Ifpi does not take into account the streaming.

it seems like you’re underestimating Bad Romance’s WW sales. According to IFPI (from November 2009 to November 2010) it sold 9.7m WW. Around 4.4 million of those copies were from the U.S according to UK mix. That means it sold less than 1.1m catalog sales outside the U.S, which I find hard to believe. It should be around the 13 million mark.

The key thing is are ringtones. The song sold about 1.5m of them, and nearly all during IFPI's 2010 period as they collapsed in early 00s. Thus the song was at 8.2 million in terms of downloads, split 4.4 million in the US and 3.8 million elsewhere, and did 1.5 million afterwards in the US, so 1.15 million elsewhere is the correct ballpark for sales abroad. Maybe it would be a bit too low, but the gap wouldn't bring it to 13 million.

2011 was the year she got too much overexposed. Even though btw has good numbers, but it was considered underperformer and gp went for 21. Where they related to music . Gaga never recovered from that despite a movie's success.

I am very surprsed to see Born This Way not selling as much as The Fame/Monster era. I've always thought that Born This way had like 15-20m sales and The Fame/Monster era was somewhere around 25m. But nope. I mean to be fair, I know how impactful The Fame or The Fame Monster era was. But especially considering charts, streams, and all that, I thought Born This Way was atleast close to that milestone. I sooo love Bad Romance by the way.
