There are 2 key elements there. The first is the period of release. Joanne came out in Q4, Witness in summertime. It takes much more chart sales to get the same chart run in Q4 than in summertime. The second is in fact streaming. Wikipedia is wrong there, streams were counted for Witness, but not for Joanne. These are Austrian rules:

So streaming EAS from Smile are 2.2 million? So when all things are counted Smile might be around 2.5 million EAS? Honestly, much higher than I expected. Certainly nothing remotely close to her heydays, but not the massive bomb I thought it was, also considering how little promotion they did

I think you're deflating Katy's sales on purpose. Witness had sold 4M ww by 2019 and it was officially confirmed by both ABC cooperation and Capitol records. PRISM also sold more than 15M. Please stop spreading inaccurate, misleading sales figures and stop favouring certain artists. Another reason why I know that you're deflating her sales is because of the sales figure of the pure albums of Witness that you've listed. IFPI had confirmed that Witness sold 800K pure in 2017 alone but you're saying that it sold only 600K all-time pure. Stop spreading false sales figures, please.

You're right, we're obviously deflating her numbers cause we have a personal vendetta against her.
Jokes aside, I think you're confusing pure sales with EAS units. This article is old so it has sold a bit more since. UMG reported 800k shipments to IFPI during 2017. It hasn't done much more in later years in pure sales based on charts.
Still the article has been updated at least once in 2019 right? then why doesn't it list the pure sales as at least 800k? chartmasters is definitely biased. It'd be really interesting if you actually explain why witness didn't sell 4M EAS or why PRISM didn't sell 15M EAS.
also, Katy sold over 60M EAS albums worldwide but when you add the EAS album sales figures that are provided in this article, they add up to 54M. When I add the "other" figure to that number, they add up to 56.7M. Can you explain why? this isn't the case with other artists like Adele, Taylor etc. I strongly believe that you've deflated the sales of witness and PRISM.
Because by all accounts Witness wasn't selling consistent pure and never got close to selling the 800k shipped. In fact in the nearly 4 years since this article was updated Witness only moved another 11k pure in the US ( https://www.billboard.com/pro/katy-perry-career-bests-american-idol/). Sure the pure numbers might be a little lower than they could be, but their impact is so minimal and doesn't warrant updating the entire article, especially when streaming updates are automatic and thats where the vast majority of her sales comes from. As for why Witness didn't sell 4m or PRISM didn't sell 15m, it just comes down to calculation methodologies. For example many labels and freelance people who calculate sales use /1000 instead of /1500 for audio streams for albums of certain countries, and then sometimes also use /1500 or /5000 for video streams. PRISM and Witness are two albums that do very well on YouTube so both are just disadvantaged by the CSPC model which weighs YouTube views less because they generate less revenue -- which in all fairness to the chartmasters team many labels and official certification bodies do themselves. This is an example of UMG ratios they use for their units calculations for instance ( https://help.musicinsights.com/hc/en-us/categories/360000779253-Consumption)
an update will be required. witness had sold 800,000 pure units globally according to IFPI in 2018. also the streaming numbers are outdated, they mostly doubled on spotify. witness had sold 4 million units worldwide according to ABC and Capitol Record in 2021. moreover, we need the total sales of smile, not just the streaming.
