No doubt she came close but she hasn't sold 100m from 95 to 99. What's official is these pieces of data:
1)
"Celine Dion sold over 60 million albums during a single 30-months period"
This comes from Sony Annual Report of 1999. This report covers the period from April 1998 to March 1999. It seems clear that they refer to the period going through March, 8 1996 to August, 8 1998, when the bulk of copies of FIY and LTAL were shipped plus the initial shipment of S'Il Suffisait D'Aimer.

So 100m from 1990 to 1999. This comes from Sony report of 2000. We don't know how much "more than" this is, but they used to round their figures to every 5-million block, so she was most likely in the 100-105 million region. The large majority of these sales happened between 1995 and 1999, but she still sold relevant amounts before, most notably with TCOML.
